Curriculum Vitae of Mr. Milaim Ēekaj

Milaim Ēekaj was born in Irzniq, Municipality of Deēan. He currently lives and works in Prishtina. He graduated in 1995 from the Faculty of Agricultural Sciences at the University of Prishtina, with a degree in Agricultural Engineering,

He first started his career in the KPC - Kosovo Protection Corps. From July 2000 to 2001, he held the position of Adjutant Chief of Staff of the KPC. From 2001 to January 2006, he held the rank of Major and served in the following positions, including Education and Training Officer; Officer in charge of Housing and Status Affairs, Reserve Affairs Officer; Head of the Personal Data Archiving Center at KTD up to the demobilisation; and In charge for equipping KPC members with Identification Cards within the J-1 Personnel Department at the General Headquarters of the Kosovo Protection Corps.

From February 2006 to August 2006, he served as of the Head of the Personnel Division in the Office of the Coordinator of the Kosovo Protection Corps within UNMIK in Prishtina.

Since September 2006, he has been a member of the staff of the Agency, initially in the former Kosovo Property Agency (KPA, and now with a new mandate, the Kosovo Property Comparison and Verification Agency (KPCVA).

He has held the following positions within the Agency: Team Leader in the Operating Room, Prishtina, from September 2006 to August 2007; Deputy Head of the Regional Office in Peja, from September 2007 to March 2008; Acting Head of the Regional Office in Peja, from April 2008 to December 2008; Head of the Regional Office in Peja, from 1 January 2009 to 31 March 2019; Acting Head of the Enforcement Department, from 4 April 2019 to 7 June 2023; As of 8 June 2023, he has been appointed by the Assembly of the Republic of Kosovo as the Deputy Director of the Executive Secretariat of the Agency.

Mr. Ēekaj attended various trainings, including: Law on Civil Servants, European College of Kosova, certified in 2019;Training on Recertification of Mediation Instructor, certified in 2018; Capacity Building - Development and Organizational Change Concepts at UBT, Executive Academy on Professional Development, certified in 2016; Executive Business and Interpersonal Communication and Leadership, at the American University in Kosova, certified in 2012; Mediation Instructor, certified in 2011; Training in Team Building, Project Management, Communication Skills, Interpersonal Skills, Change Management, Strategic Planning, and Management at UBT – University of Business and Technology, certified in 2007; Training for Personnel Manager, held by the Kosovo Institute for Public Administration, certified in 2005; Protection of Human Rights in the International Context and in Kosovo - University of Prishtina, certified in 2005; TRADOC training at Indiana University, USA, certified in 2004; English Language training at Indiana University, USA, certified in 2002.

Mr. Ēekaj was decorated with a Service Medal for the contribution in fulfilling the mission of the Kosovo Protection Corps by the Lieutenant General, KPC Commander, Sylejman Selimi, on 10 December 2008. On 17 February 2023, he was decorated by the President of the Republic of Kosovo, Mrs. Vjosa Osmani-Sadriu, with the Presidential Medal of Merit for the extraordinary sacrifice in the struggle for the protection of the truth and the disclosure of the crimes committed during the war in Kosovo.
